In a medium bowl, combine flour, baking soda, cream of tartar and salt. Set aside.
In a large bowl, beat Imperial margarine, sugar and icing sugar until light and fluffy. Beat in egg and vanilla until well blended. Gradually add the dry ingredients, beating until well blended. Cover with plastic wrap and refrigerate until firm, several hours or overnight.
Preheat oven to 375° F (190°C). Pinch off about 1 tbsp (15 mL) of cookie dough and roll to form 1-inch (2.5 cm) balls. Roll dough in remaining sugar to coat thoroughly. Place on cookie sheet about 2-inches apart. Flatten with bottom of a glass. Bake about 8 minutes. Cool on rack.
